To make someone else an admin, go into their profile, click <<Modify>> and in the drop down menu next to position, click Administrator or Global Moderator. If doing that won't change their position, try doing it twice in a row. If that doesn't help, make sure you are logged in as the Main Admin. Only the Main Admin can make someone an admin or Global Moderator. The Main Admin is the person with admin as their username.

Only the main admin AND staff members in members group(s) which have the ability to assign members into member groups.
